Proposed Land Disposal - Ranginui Street Reserve

Rotorua Lakes Council is proposing to dispose of an area of land it owns between 21 and 23 Ranginui Street Ngongotahā, commonly known as Ranginui Street Reserve.

Council’s elected members have declared the land as surplus to requirements and propose to dispose of it. Council wants feedback on this proposed disposal, subject to Section 138 Local Government Act 2002.

    Rotorua Lakes Council proposes to dispose of an area of land it owns between 21 and 23 Ranginui Street, commonly known as Ranginui Street Reserve.

    The land does not provide viable recreation or open space functionality and is not required by Council for any alternative purpose. The land is 810m² (approx) in size, significantly smaller than the average 3,000m² required for a neighbourhood reserve and more or less resembles a vacant residential section.

    It is located opposite a larger utility reserve (located between 20 and 22 Ranginui Street) which provides public access to the lake and recreation opportunities. Council will retain that as public space.

    Ranginui Street Reserve appears to have been vested with Council in 1962 as reserve contribution from an area of Māori Freehold Land that was subdivided in 1955. No reserve contribution obligation existed for Māori Freehold Land at that time. There is also no evidence that any payment was made by the Council for the land.

    Council’s elected members have declared the land as surplus to requirements and propose to dispose of it. Council has not yet decided how the land would be disposed of.

    A report obtained by Council to clarify the history of ownership of the land shows it was originally vested in Ranginui Whakaue Hikairo in 1955 and subsequently subdivided into sections for whānau. The section Council now wants to dispose of was later vested in Pakeke Heketoro Leonard to on-vest to the council. If the final decision, after public consultation, is to dispose of the land Council could consider returning it to descendants of the former owner.

    Council wants feedback on this proposed disposal, subject to Section 138 Local Government Act 2002.

    Submissions must be received by 5pm, Sunday 9 March 2025. There will also be an opportunity for submitters to speak to their submissions during hearings if they wish.
