In 2020 Rotorua Lakes Council shared the Westbrook Sport and Recreation Precinct (Taiwhanga Rotorua) with the community. The proposal is to create a sport and recreation precinct in Westbrook, which would incorporate Westbrook Reserve, Ray Board Park, Smallbone Park, Rotorua International Stadium, Westbrook netball courts and the Springfield Golf Course. The precinct concept is proposed to create a vibrant hub for community sport and recreation in Rotorua, matching Council’s Vision 2030 goals of creating a city that has outstanding places to play and an enhanced environment for all to enjoy.
The development would create a number of other opportunities for the community, including;
increased sport and recreation spaces
redevelopment of the Rotorua International Stadium
a venue for events to be held at a local, national and international level
potential land for a residential housing development
In 2020 Council asked the community for feedback. Read a summary of the feedback in the update from May 2020 below. It was decided that the timeline for the proposal would be extended and would be brought to the community in the 2024-2034 Long-Term Plan. That Long-Term Plan process will provide a further opportunity for community feedback. No final decisions have been made at this time.

Residents given the opportunity to provide feedback during development of the Spatial Plan in 2016/2017. The Plan highlighted that the Springfield Golf Course was a potential area for growth and development.

Assessment of capacity and current and future demand on the sports field network, including condition assessments of individual sports fields.

2017 – 2020 - Sports clubs and organisation feedback

Council engagement with sports clubs and groups and regional and national sports organisations for their views on the potential for a sports hub. Council also worked alongside Sport NZ and Sport BOP in the development of the concept.

TIMELINE EXTENDED - 2020-2021 - Preparation ahead of Long Term Plan

In early 2020 council sought feedback to help inform a plan for the proposed precinct before funding options were explored, and any final proposal was prepared for submission into Council’s 2021-2031 Long Term Plan. Following COVID-19 lockdowns in 2020 it was decided that the timeline for the proposal would be extended and would be brought to the community in the 2024-2034 Long-Term Plan.
