Consultation has concluded

Annual Plan consultation

Consultation has now closed for the 2023/24 Draft Annual Plan. 

Thank you to everyone who took the time to give feedback on Rotorua Lakes Council’s draft 2023/24 Annual Plan.

Consultation ran from 11 April to 12 May and a total of 2090 pieces of feedback were received from individuals, groups and organisations with some submitting in more than one way:

  • 1221 completed online surveys;
  • 357 online submissions;
  • 240 written submissions (submitted in hard copy);
  • 187 email submissions (Note: this is not the final number which will be slightly less as some submitters emailed twice, requesting their second submission replace their first, and this is still being worked through);
  • 85 pieces of feedback received via Council’s Facebook page.

Community submissions and feedback were taken into consideration as part of elected members’ deliberations and decision-making.

The finalised plan was adopted by Council in late June and following final adjustments and edits that were required, the plan is now available to view on the Rotorua Lakes Council website.

The draft annual plan sets out what projects and work Council proposes to deliver in the 2023/24 financial year (starting 1 July 2023) and the budget for this.

The draft plan reflects Council’s key priorities (housing, infrastructure, economy, community) and aims to balance what the community needs most with the need for prudent management in the face of significant financial challenges.

Council proposes refocussing spending to ensure it can deliver well on projects and services that are absolutely necessary, in a cost-effective way.

The draft plan proposes changes to council services, stopping or pausing spending in some areas and proposes increasing fees and charges to cover rising costs, increase revenue and reduce reliance on rates to pay for these services.

The 2023/24 financial year is Year 3 of the 2021-31 Long-term Plan (LTP) but proposes a number of changes to what was proposed for that year in the LTP, due to the current operating environment and challenges.

    This is an opportunity for the community to complete a free submission form to provide feedback about any or all of the proposals within the Annual Plan 2023/24.

    The Annual Plan consultation document contains a number of proposals that seek to reduce the average rates increase from 11.95% to 7.2%.  We would love to hear your thoughts regarding these proposals.
