Consultation has concluded

Rotorua is growing and our community urgently needs more homes and more housing options. Council is acting now to respond to that demand.

To address the growing demand, Council is preparing a Housing Plan Change with a focus on enabling more housing in the urban areas of Rotorua.

To support this work, Council is also developing a Future Development Strategy to set out the long term picture of where growth should occur, in what form and what infrastructure will be needed to support that growth.

As further support, to protect the city and the lifestyle we all love, a Design Guide will also be developed to encourage sustainable and efficient growth, while protecting our environment and cultural values.

Council acknowledges the importance of partnering with mana whenua to ensure the values and principles of Te Arawa underpin all conversations about growth, housing, wellbeing and the environment.


Questions:

  • What do you see as the key opportunities and constraints to growth in Rotorua over the next 30 years?
  • Where do you think the growth areas and the areas with the biggest growth constraints are?
  • Do you have any information to share that would help us to understand the issues?
  • Are there particular urban growth/development issues that are relevant to the Housing Plan Change?
  • Do you have any plans and projects in the pipeline that we should be taking into account through the development of the Housing Plan Change (time constraints) or the Future Development Strategy?
  • Do you have information that can assist us with the development of the Plan Change mapping?
  • Where are the opportunities for intensification/greater height within urban Rotorua?
  • What in your view are viable heights and housing types within the Rotorua context? Which areas would terrace housing or apartments be viable?
  • If we roll-over the existing District Plan provisions that manage qualifying matters. Are there any areas where you consider additional rules are required?
  • Local consultants have previously identified local challenges associated with development in Rotorua. Are there any additional challenges associated with the development of townhouses, terraced housing or apartments not previously raised?
