25 August 2023 - Update on the Baxendale Reserve and Erlam Place Esplanade Reserve project
Thank you to those who provided feedback on this project.
We can now share the plan which has been informed by local residents’ voices and engagement with mana whenua representatives, Bay of Plenty Regional Council and Fish & Game NZ.
The project is expected to begin during the summer to autumn period of 2024.
This is what we heard during community engagement:
Protection of environmental values is important and development should be kept to a minimum.
Concerns about security and privacy.
There was limited support for a bridge across the stream due to concerns about flooding, impact on the stream and creating links outside of the Baxendale subdivision.
The project concept plan has been updated to reflect what we heard:
The idea of a formal path has been removed from the plan.
As shown in the plan below, a walkable grass strip through the esplanade reserve, and access to the stream will be maintained by weed control and mowing.
Upgrades are confined to the northern side of the stream, without a bridge crossing over. Nothing would change in the Gillam Crescent Esplanade Reserve or Brook Place Reserve as part of this project.
The updated plan has a focus on environmental restoration, with weed control and stream edge revegetation with native plants, staged over the next 2-3 years.
Council would like to invite residents from the Baxendale and Erlam Place neighbourhoods to come along to a drop in session to view the concept plan and talk with representatives from the project team.
These drop in sessions will be weather dependent so please keep an eye on the Rotorua Lakes Council Facebook page for any changes.
Dates:
Saturday 2 September 2023 from 10am-12pm and,
Sunday 10 September 2023 from 2pm-4pm
Location: Baxendale Reserve – marked on map on the next page
If you have questions or concerns in the meantime please contact us at info@rotorualc.nz or 07 348 4199.
Community feedback for this has now closed and feedback is being collated. Thank you for your input.
We understand it feels like it is taking some time to move through the review process for this project. Please be assured that we will continue to engage with the community to progress this project and will provide an update when we can.
Council is still undertaking engagement with iwi/hapu and Bay of Plenty Regional Council. Once the engagement is complete, Council will communicate a proposal with the local residents and the community.
Have your say:
We want to hear from the Baxendale community and surrounding areas about the future development of the Baxendale Reserve.
When the Baxendale subdivision work began, the recreation and esplanade reserves surrounding the subdivision were acquired as part of the subdivision process. This process is undertaken to ensure the community has access to green space and opportunity for recreational activity.
Now that the subdivision is near completion, we can focus on improving the Baxendale Reserve for the community.
We would like to hear your thoughts for the future of the Baxendale Reserve.
You can provide feedback by:
Completing the survey.
Email feedback to: info@rotorualc.nz or drop written feedback to Council’s Customer Centre: 1061 Haupapa Street, Rotorua 3010.
Attend the community feedback evening on Wednesday 11 May at the Rotorua International Stadium (5.30 - 6.30pm). RSVP to community.events@rotorualc.nz by Friday 6 May 2022.
Feedback must be received by Friday 27 May 2022.
